VII. Annual Rookie Draft

a.) The annual rookie draft must take place following the actual NFL draft and by the end of the NFL pre-season.

B. The rookie draft will be three rounds with twelve picks in each round.

1. There is a twelve-hour time limit for making all picks via EMAIL/Messageboard.

2. The clock starts at 12PM EST and stops at 10PM EST (9AM to 7PM PST).

C. The draft is not a serpentine style draft, the team with the worst record will select first in each round followed by the second worst and so on.

D. The draft order is determined from final standings in the regular season.

1. Any franchise owners that fail to E-mail in their draft picks without making prior arrangements with the commissioner will forfeit their draft picks.
   

2. A franchise owner who is unable to E-mail in his/her picks is allowed to appoint someone else serve as a proxy with the commissioner’s knowledge.

3. The clock must run down for each pick even if the franchise owner or a proxy is not present to send E-mail. This is to allow for an owner to E-mail his/her pick before the clock expires.

4. If a franchise owner or a proxy send an E-mail after a franchise’s draft pick clock expires, their pick is skipped and he/she cannot make up for the lost pick.

G. Trading future draft picks is permitted only up to four seasons in the future, counting the current season. (For example, in 2009, a franchise is not allowed to trade (or trade for) a draft pick beyond the 2012 draft.)

H. DEFFL uses a slotted rookie salary for all draft picks based on where they were taken in the draft. The rookie salaries are as follows:

13th - $960,000

14th - $920,000

15th - $880,000

16th - $840,000

17th - $800,000

18th - $760,000

19th - $720,000

20th - $680,000

21st - $640,000

22nd - $600,000

23rd - $580,000

24th - $560,000
   

25th - $540,000

26th - $520,000

27th - $500,000

28th - $480,000

29th - $460,000

30th - $440,000

31st - $420,000

32nd - $400,000

33rd - $380,000

34th - $360,000

35th - $340,000

36th - $320,000



I. Rookies drafted in the DEFFL draft will not have their salaries and contract lengths count against franchise limits until
August 14th.

J. The failure of a franchise owner to make adjustments to his/her cap for incoming rookies by August 14th will result in the following:

1. Rookies will be dropped from rosters until the franchise is under the 24 million dollar cap.

2. The rookie with the lowest slotted salary cap figure will be dropped first and the rookie with the next highest salary will be dropped and so on until the franchise in error is under the cap limit.

3. All dropped rookies become unrestricted free agents immediately.

K. Any undrafted rookie must be signed to a contract and have his contract added to the salary cap by August 14th. These rookies are also subject to the rules found in section VI, line J, and the sub-lines.

L. Each franchise must announce the number of years they signed their rookie draft picks for (up to 4 years).

Honestly, I dont think we should do rookie draft until the lock out is DONE.  Because possible of Hold out, contract disputes, and other things could happen, so I think we should hold on the Draft.  We focus on UFA AND RFA for now until the Lock out is OFF.  I think we should put a vote on the rookie draft.

Ronnie-

There wont be any different because in the guideline rookie draft will be in June. If there was not a lockout, contract holdouts still exist. There are couple of leagues going on with similar league format. They have their annual rookie draft in June and still practice it now regardless.

If you think so- I wished you would speak up earlier instead of waiting until draft opens then you voice out.

Remember you can draft and you do not have to sign him until August 14th.

What a waste! NFL Draft was already picked during lockout! He should lost his first pick!

I spoke with Branton and Russ recently, both agreed that we should go ahead with Rookie draft regardless. They both play in other league with same format with me in the past.

We will resume as scheduled.

Just a reminder- common courtesy for every team owner to be prepared with their picks. As I know I'm picking at 6 th.. When it comes to 3rd or 4 th I have 3 players ready... So we can go quick instead of using up time. I will monitor, if it's abused. I will have to change the system.

I will be fair- I will text u when it ur turn, communicate with me then it's no problem :)

Now it's Detroit freak's turn. I already texted him immediately when Dallas drafted Ingram.

I m in favor of reducing 12 hours to 4..

Commissioner will take care of texting people when it reaches their turn. With understanding we will be flexible as long the owner communicate with commissioner. If they cant at the point, communicate.

All I am asking to be prepared when it reaches your turn. I know E Irondequoit picks 3rd in 2nd round.. which means approximately 4 picks away and I am already prepared with 3 names.. when it reaches to my turn.. i only will need 5 min to announce. So please be prepared.

any thoughts?

Are we allow to change the rules during the drafting??? What is the hurry??? It is not right because I didn't have the information with me and was working all day. Stay with 12 hours as you guys are no patience as think will make women wet pussy in three minutes foreplay???

Owners reserved the right to propose and see if majority vote for it-  Its not like 1 vs 11 and we went ahead with the decision.  You are the ONLY 1 thats WHINING...   STOP WHINING, you FOOL -I remmy a young fellow from Gallaudet who tends to say that and now it seems all those years of pointing fingers have come back and haunt this individual and now hes no BETTER.. :(   SIGH!-   draft is almost over- thanks to that 4 hours new policy...    If it was 12 hours- you wouldnt make your 2nd round pick until September..

Yes- Vermont waived to make his pick. I already told everybody that you can waive or trade your pick if you feel that you do not want to pick.
