Title: Motion 14: RFA date

Option A:

2 weeks after Rookie Draft, can sign your own RFA's for first 7 days, then all of your RFA's will become UFA.

Option B:

2 weeks after Rookie Draft, you can sign your RFA anytime until deadline in August.
