I would think of 2.

1) Jam O'hea

2) Andy Donatich (I know he is new but he was in similar league for several years)

I believe both of them could be neutral and read what is in Rule Book rather than targeting people.

Commissioner gets paid and should do the work. Too much trouble for rule committee to oversee everything.

Pay to appeal sounds good!

Both of them been this league long time. Both already know what issues has been raised in past 6 years..  They both knows rules and can be helpful to this league.

Orlando concerns about Jam OHea due to commitment and responding text in time manner.

After thinking...

I would recommend this:

Commissioner would do etc etc... until notice something wrong or an issue comes up. Commissioner would contact rule committee for attention and explain the situation. Let them come up with solution then give back to Commissioner the verdict. Then if appeal occurs, commissioner would support or veto.

Makes sense RZ?

What happened to RON s initial suggestion is that he will work with two of owners if owner have an issue with the commish s decision in first place.   This will allow everybody to be involved at one point or the other.  Commish still make final decision regardless.   This will work...
