Title: Rule Committee?

A situation arises:

Option A:

Commissioner decides, if not like the ruling, appeal to rule committees ($5 fee, you wins the appeal you get $5 back, you lose appeal DEFFL keeps $5 for Prize fund)

Option B:

Commissioner will let Rule committee know there is situation. Rule Committees will come up with ruling. If don't like the ruling appeal to Commissioner for final decision. (Same procedure with $5 as Option A)
