I don't think NFL gms sleep very much or use that line with potential free agents-  imagine a gm saying this to a potential free agent-  "call me back at a decent hour mofo! I'm sleeping!! £€€}*~^#+%¥]€€!!!"
Now that GM wouldn't get very free agents would he? ;-)

2. The clock starts at 9AM EST and stops at 12AM EST (6AM to 9PM PST).

What about this rule?  I understand if have more than 2-3 days to do something, but if commish decided an activity that ends in 24 hours then sleeping time should be excluded in that 24 hours because all of the owners are in different standard time.  I object commish's decision to overrule the 2 bids that I made.
