Title: Motion 2- Amnesty?

Allow new owner to have ONE amnesty to cut bad contract from previous owner. Majority must approve. (Ex. Signing Vick 5.2m is not bad contract, Signing Peyton Hillis for 4.6m is BAD contract)

Reason: Commissioner having hard time find replacement if team have bad contracts. One cut is allowed so we can get interests.

Am in favor of this due to some horrible contracts. One per new owner prevents any abuse- only applies new owners-

I am uneasy with this motion.   I understand that new owner might have hard time to adopt the team with bad contracts...  I see little problem here.. How would we determine if the contract could be the amnesty one??  Based on opinions?  I think if we get into little more detailed or some kind of system it would help the vote.
