Where should I bidding for FT/TT?

in the FT/TT folder on whoever tags...

If I want to bid on Matt Ryan... I will go in your folder and bid him there.

Why do I get sense that Peyton Hillis dilemma repeats...

I would highly recommend Commish to make VLOG related to rules of FT/TT just in case of older owners who make same mistakes again, and for those new owners.  Explain the rules about the picks for bidding on FT/TT its little complicated than thought.
