Appeal on T. Williams bid process

Rochester bid on T. Williams LAC WR as UFA. He is on RFA and I felt that he didn't do his homework to be careful if anyone have him as RFA. I believe that this is invalid bid. He is veteran owner so no excuse for this...

Define veteran. This is the first time Rochester has been part of this off season activity.

Commissioner made this decision to warn Rochester since this is his first off season. Part of agreement for any newbie, any first time offense will warn and explain the rule. 2nd time will be same for veteran owners.

I will bring this to appeal committee and they will announce their ruling within 48 hours.

$5 has been charged to Atlanta owner.

After sending this to appeal committee (Zuchegno and Newman).

Result:
Commissioner's decision stands. Its a honest mistake by Palmer since he did everything correct except posting in wrong folder and immediately contacted commissioner since he does not have delete privlage.
