Commissioner here: What I have done in past...
Bid increments of 10k only for same year. This rule does not make sense if the years stretched. Please refer to this guideline:
13. The highest bid = the most guaranteed money. For example, team “A” makes a 1-year 17 million bid and team “B” makes a four-year 24 million bid. Team “B” would have the highest bid because team “B” is guaranteed to pay out 18 million for the first three years and 18 million > 17 million.
Exhibit A: Kami Fairbirn, K- May 8, 2019:
Dallas bids 450k for 3 years (900kg)
Temecula bids 400k for 4 years (1.2mG) (Winner of Fairbirn)
Plus many more I can list them.
This violates Russ' complaint but this went through because we look at Guarantee $ and years. (If years were the same, yes the 10k applies)
Commissioner rules the bid is VALID due to Exhibit A. The bid stands.
